No — Romania joined the EU in 2007 and is in the single market, so no customs clearance, no duty, no EORI filing. Just CMR, commercial invoice, and packing list. We prepare the CMR; you provide the commercial invoice and packing list. Romania is however outside Schengen for road freight as of 2026, so transit through Hungary may include a quick ID check at the Nădlac border.
