The same rules as the other Canary province: EU customs territory, but outside the VAT territory. IGIC applies and every shipment to the mainland is documented with a DUA, even though no external border is crossed.
On top of that comes double insularity in La Palma, La Gomera and El Hierro: the inter-island link to Tenerife first, then the vessel to the mainland. Each call is a departure on a fixed timetable, and chaining two multiplies the notice required.

Is shipping from Tenerife the same as from the mainland?
No, and the difference is not only distance. There is a declaration because of the Canary tax regime, and there is a vessel with counted sailings. Two constraints that exist at no mainland origin, and both govern the lead time.
What about La Palma, La Gomera or El Hierro?
Add an inter-island link before the mainland vessel. It can be done, but it chains two departures on their own timetables: if the date is critical, planning has to start far earlier than seems reasonable.
