Ceuta sits outside the EU customs and VAT territory: every shipment clears customs despite being Spanish territory.
This is the peculiarity that defines any operation here and the one that surprises most: although Ceuta is Spain, it lies outside the EU customs territory and outside the VAT territory too. Moving goods between Ceuta and the mainland is, for customs purposes, an export and an import with their declarations.
Access is by sea. The Algeciras link is short — far shorter than the Canary crossing — but it is still a scheduled departure, and it chains with clearance: the order of those two steps drives the real lead time more than the kilometres do.
